HDF Opens a New Office in Hargeisa for Closer Coordination

Jamiu Okanlawon

Government officials and community representatives joined religious leaders, traditional elders, humanitarian partners and Human Development Fund (HDF) leaders in Hargeisa. They gathered for the opening of a new HDF office.

The occasion marked more than the opening of a physical space. The HDF Hargeisa office will coordinate humanitarian programs, partnerships, community engagement and future development initiatives.

During the same September 2026 field mission, HDF leaders also met four government institutions in Hargeisa. Together, the office opening and these meetings strengthened the relationships needed to plan assistance around local priorities.

A local base for ongoing work

The new office strengthens HDF’s physical presence and operational capacity in the region. It gives local teams and partners a shared place to coordinate programs and stay connected with communities.

Senior government representatives, humanitarian stakeholders, religious leaders, traditional elders, civil society representatives and community leaders attended the opening.

HDF CEO Shaykh Abdirahman Kariye joined the launch. His mission also included program visits and meetings across Hargeisa, Borama, Berbera and Burco. The new office gives that field engagement a continuing local base after the leadership visit ends.

Four conversations around shared priorities

HDF leadership held courtesy calls with four government institutions in Hargeisa. Each meeting focused on an area connected to the needs observed during the mission:

  • The Ministry of Water Resource Development discussed water access, infrastructure, emergency water response and drought resilience.
  • The Ministry of Resettlement and Humanitarian Affairs discussed assistance for internally displaced families, food security, shelter and essential services.
  • The National Disaster Preparedness and Food Reserve Authority discussed disaster preparedness, emergency food reserves and coordination during climate-related emergencies.
  • The Ministry of Environment and Climate Change discussed environmental protection, water scarcity and sustainable humanitarian programs.

These conversations explored possible cooperation. They did not announce new projects or formal agreements. Their immediate value was in identifying shared priorities and creating clearer lines of communication for future planning.

Turning presence into coordination

A local office matters when it helps people work together more consistently. For HDF, the Hargeisa office is intended to connect field teams, public institutions, community leaders and humanitarian partners. Together, they can plan programs around needs identified locally.

The September mission showed why that coordination is necessary. Water access, displacement, food security, disaster preparedness and climate resilience are connected challenges. Addressing them requires more than a single visit or activity.

The office provides a place for that work to continue. The meetings established areas for further discussion. What follows will depend on careful planning, local guidance and the ability to turn shared priorities into responsible action.
